General Signed Controlled Right Shift IP

This is an IP which performs controlled right operation on a data. Control operation is controlled by a control signal. If that control signal is high then right shift operation took place. Otherwise it passes the same data to the output. It supports any data width and it can shift a dat by any number of bits.
